Developing an MUTCD Vision and Strategic Plan

The Manual on Uniform Traffic Control Devices (MUTCD) is the national standard for traffic control devices.  The MUTCD is maintained by the Federal Highway Administration (FHWA).  It was first published in 1935 and has been revised on a regular basis since it was first published.  However, each edition of the MUTCD appears to have been developed without the benefit of an overall framework that outlines guiding concepts and the objectives of the document.  Much of the draft language in the MUTCD is developed by the National Committee on Uniform Traffic Control Devices (NCUTCD), which then submits the draft language to the FHWA for possible inclusion in a future rulemaking effort.  Coordinating the many different changes that make up a new edition of the MUTCD can be a challenge.  In order to provide better coordination of individual changes and to establish overall objectives of the MUTCD as a whole, the NCUTCD created a task force to develop a long-range vision for the MUTCD and to establish a strategic plan for realizing that vision.  The National Cooperative Highway Research Program (NCHRP) provided funding to support the effort and expand the outreach of the strategic planning process.

This website was created so that MUTCD stakeholders could monitor the progress of the strategic planning process and offer comments on the materials developed as part of that process.
